How about both? We are all equal on the Civic Plane. Equal under the law; “One person, one vote.” Yet we are all individuals on the Economic Plane; One dollar, one vote. We have unique talents, and some talents pay more than others. Squaring these two truths is critical to understanding life in our evermore technological society. Moreover, policy prescriptions that consider only one side of the coin—or worse, consider the wrong side—are doomed to fail. How can we address poverty while ignoring economic laws? How can we ignore poverty when the American Deal is that if you work hard you can make it, regardless of your starting point? How do we reduce pollution when dirty air is external to the free market? How do we increase our standard of living when the central government mandates stagnation? How can we offer the American Dream to everyone from ghetto to penthouse if we ignore the influence of culture and limited opportunity? And yet spending trillions of dollars has left the problem unsolved. Simple. Just do the right things, in the right measure, at the right time. Right, but the problems we face are neither simple nor easy, else they would have been solved long ago. Equally Unequal addresses why some approaches work when others fail. Why the government played no role in the 10,000-fold improvement in personal computers but the 50-fold reduction in auto pollution would not have happened without a push from government. Along the way, we explore how different philosophical perspectives view both the problems and the range of acceptable solutions.
