I'm currently wishing to get back into Runescape

I'm currently wishing to get back into Runescape and have several questions. I'm an old school player who has been RS gold playing since RS Classic, and eventually quit playing once the new commerce rule came around a while back. I had a funny feeling it'd ruin the match, therefore I moved onto World of Warcraft instead. Having noticed Runescape still going strong & not wanting to carry on paying the ￡8.99 subscription fee for WoW, I have decided to return to Runescape and just put up with the new commerce system. It can't be that bad I guess. I'd like to make a Pure Mage aswell... Anyway, on to the questions:
- Having been outside of RS for a while now and never left a mage before I am really not quite certain where to start. His other stats are at 0 currently. Can his stats pose any problems, e.g. would I be better off just starting from scratch rather than altering this personality into a mage?
- When I used to perform there were things like Power Pures etc, where their abilities are something similar to the following: Strike - 60 (so they could wield Dragon weapons), Power - 99 (To strike harder of course), Defence - 0 to 60 (some kept it at 0 so their combat level was relatively low, whereas others got it to 60 or even 70 so as to wear Dragon etc). The point is that there strength was their greatest combat skill therefore as I said above, their combat level was pretty low but they might hit very high numbers. That is kinda what I'd like to perform with my mage, but I am not sure how to go about doing this. The issue with RS is (as I'm certain you know) that as soon as you raise a skill you can not decrease it & you're stuck using it, so I'd like to find out exactly what I am doing until I go about making this personality. What I do know however is that I want to keep prayer at 1.
Because I have absolutely ZERO money (all of my riches are in my brother's account, which can be explained below, and OSRS Money naturally I am not able to transfer them because of the new trade rule) and contemplating magic is allegedly an expensive skill for up, what is a decent skill(s) to grow to be able to up my wealth? I had been thinking maybe Fishing & Cooking or JUST fishing, then promoting the raw fish? I am not quite sure.
