RS3 looks interested in pushing out these enormous, but shallow upgrades that are designed to take weeks to"complete," while offering very little real content. Unless you are trying to RS gold get completionist cape there's really no reason after seeing that which to interact with it. And that is actually a shame, because places like Menaphos and The Arc are beautiful, but ultimately dead material since they weren't designed for player retention past the time gating some small rewards.

OSRS focuses on end game content as well [ToB, nightmare, COX, sire, cerb, vorkath, zulrah, etc] but there is far more journey / pacing to hitting game on OSRS and far more mid game content too, together with things like fighter torso or emptiness armour still being applicable in OSRS. OSRS doesn't quite have the exact same energy creep as RS3 does- people still use dragon scimitars effectively into elevated levels, while on RS3 something such as monster weapons, whips, godswords, etc, are lifeless content even for mid game content.

Also consider that RS3 is a game using a whole lot more upgrades pumped right into it. Power creep is inevitable in OSRS. While I agree it's inevitable, I believe it will happen at a rate. The dragon scimitar is used even now like you said. Abyssal whip, while outclassed in a variety of ways by other weapons, is the slayer weapon for 99 percent of people beyond maxing their combats, even far.
